Oct 2001 Policies Affecting New York City's Low-Income Families
Hugh O'Neill, Kathryn Garcia, Virginie Amerlynck, and Barbara B. Blum. This paper highlights major policy challenges that New York City's next mayor will face concerning the city's millions of low-income families. Challenges include, for example, the the New York City welfare recipients who could have thier welfare benefits terminated this December due to federal time limits; and the increasing number of child-only cases This report suggests important steps that the city, New York State, and the federal government can each take to meet these challenges and help more low-income families to meet their needs through work.

Nov 1998 Program, Research, and Policy Implications of Evaluations of Teenage Parent Programs
Mary Clare Lennon, J. Lawrence Aber, and Barbara B. Blum. This paper describes some of the important program, research, and policy lessons from three large-scale teen parent program evaluations -- the New Chance Demonstration, the Learning Earning, and and Parenting (LEAP) Program, and the Teenage Parent Demonstration (TPD) Program. After a brief comparison of the program requirements and the targeted populations, the important long-term impacts of the programs, both overall and within subgroups are highlighted. The paper also addresses the implications of these results for the design of programs to serve disadvantaged teenage mothers and their implications for the design and conduct of research. Finally, a number of implications for future policy are raised. Tables. References.
