Housing
Welfare reform affected not only TANF recipients, but also public housing residents, agencies, and policies. In late 1996, approximately one million families - nearly half of the families who received housing assistance - were also receiving some AFDC/TANF benefits.
Transportation
Transportation to and from work has been a primary obstacle for low-income workers. Two-thirds of new jobs are created in the suburbs, but three-fourths of welfare recipients live in either inner city or rural areas. Therefore, public mass transit and other forms of specialized transportation services are needed to reach jobs and other necessary support services such as child care.
