Program/Policy Description Families First provides cash grants, education, job training, child care, employment assistance, and transitional benefits to poor or low income Tennesseans working toward a lifestyle without welfare. The program requires a Personal Responsibility Plan (PRP) and a Work Plan if participants are not exempt from the work requirement.

Three groups of former participants in the Families First program were studied. These groups include: 1) recipients employed full-time or part-time to fulfill program requirements or individuals whose cases were closed due to full-time employment, 2) welfare recipients whose cases were closed for non-compliance, and 3) welfare recipients whose cases were closed for not signing the PRP.
