| Program/Policy Description |
The study is designed to gather information on TANF applicants who are diverted from going on assistance in Illinois. Illinois has established an Applicant Job Search program and a Community Partners program which are designed to encourage welfare applicants to seek alternatives to TANF in appropriate cases. The study will examine what happens to persons who divert from TANF under the new approach, as well as applicants who do not go through with their applications for other reasons. The study will gather information on approximately 6,000 persons who initiate an application for TANF but who subsequently withdraw or are denied. Information will be gathered from administrative databases over a one-year follow-up period. In addition, telephone surveys will be conducted with 1,200 of the sample members. The study will gather information on employment and earnings patterns, use of community services, results of the Applicant Job Search, and knowledge and use of other benefit programs, such as Medicaid and Food Stamps. The study will also involve site visits to six local welfare offices (four in Chicago) to examine the application and diversion process.
