Program/Policy Description This study examines what happened to families that left Wisconsin's welfare program-- either AFDC or Wisconsin Works (W-2) -- and did not return within the next six to nine months. People who apply for W-2 in Milwaukee between October 15, 1998 and March 15, 1999 will be surveyed at time of entry, 9-14 days later, and after one year. Leavers were defined as AFDC or W-2 cases that ended participation in the first quarter of 1998 and who had not returned to W-2 at any point prior to the time of their interviews.
Notes Definition of leavers: Closed and did not reopen for rest of the quarter and subsequent 2 months. This project is an ASPE-funded "Leavers" study.

Sample Size and Unit 1998 Leavers: n=654 W-2 randomly sampled Leavers who left between Jan and March 1998. n= 1,650 W-2 randomly sampled leavers who left between April and Dec 1998.
Execution Response Rates:
First quarter survey: 69%;
Combined last three quarters of 98 surveys: 75.9%.
