| Program/Policy Description |
This study examines what happened to families that left Wisconsin's welfare program-- either AFDC or Wisconsin Works (W-2) -- and did not return within the next six to nine months. People who apply for W-2 in Milwaukee between October 15, 1998 and March 15, 1999 will be surveyed at time of entry, 9-14 days later, and after one year. Leavers were defined as AFDC or W-2 cases that ended participation in the first quarter of 1998 and who had not returned to W-2 at any point prior to the time of their interviews.
