Type Implementation/Process Study
Aim To study the challenges involved in coestablishing and maintaining policy systems that set clear and manageable goals, create incentives for meeting them, build effective information systems, and perform many other tasks needed to make complex social programs and delivery systems work in practice.
 
Type Descriptive/Analytical Study
Aim To build on previous federalism research by examining over time state governmental structures thought to be critical to the effective administration of programs, and investigating how these structures matter for successful governance by gathering data on specific current policy questions, primarily in the social service arena.
